• Cross organisational oversight and strategic leadership
• A central focus for the Government's work on public service performance, including through public service reform
• High quality analysis, data and evidence on strategic, fiscal, economy-related, cross-cutting and corporate policy issues to underpin strategic policy choices; ensuring sufficient analytical capacity to provide the high-quality evidence required
• A central focus for corporate performance including business management frameworks and reporting which will drive up improvement
• Reform, innovation and improvement across public services, including benchmarking, efficiency, shared services and ICT policy, through strategic direction and flexible resources
• Strategic direction on scrutiny improvement and public bodies policy, including promoting effective relationships, close alignment with Government outcomes and optimum performance across Scottish public bodies
• A lead role on equality legislation, policy and strategy for the Government
• A new programme for government post-election
