Why is this HEAT target important?

This target draws on evidence that a large number of elective procedures can be undertaken on the same day safely; based on the British Association of Day Surgery (BADS) recommendations. This has benefits for patient safety and also limits the amount of time patients are required to spend in hospital. This supports the Efficiency and Productivity Programme aimed at improving the efficiency of NHSScotland.

How are we performing?

Target due for delivery in 2010/11

The target is to achieve 80 per cent of British Association of Day Surgery (BADS) surgical procedures performed in a day case or outpatient setting (including inpatients who are discharged on the same day as admission) by March 2011. In December 2010, the percentage of BADS surgical procedures that were performed in a day case or outpatient setting was 78.5 per cent. This is a decrease from 80.0 per cent in September 2010. Previously published statistics indicated that in 2005/06, 70.0 per cent of BADS procedures were performed as a day case or outpatient. Note that the December 2010 figure does not include data from NHS Grampian.

Due to the ongoing issues relating to the supply of complete and comprehensive hospital activity data from a number of NHS Boards, ISD Scotland are currently unable to publish its detailed annual Acute Hospital Activity statistics for the year ending March 2011.

ISD Scotland hopes to be able to publish a wider range of annual Acute Hospital Activity information as part of its March 2012 release. Further updates regarding this situation will be reported when they are available. The proportion of all elective procedures undertaken on a same-day basis (i.e. day case or outpatient setting) was 76.4 per cent in 2009/10, compared to 73.3 per cent in 2006/07.

A same day surgery delivery group has been established to provide expert guidance and support to the service over the next year towards delivery of the target. This will be challenging and requires change on a number of levels across the system including clinical culture change, revisions to theatre scheduling and timeliness of pre-operative assessment as well as revisions to the recording of procedures delivered in the outpatient setting.
