Culture Change

Significant changes have been made to the Scottish planning system, in particular to legislation and to processes.

Summary of the New Development Planning & Management systems

However, legislation on its own cannot deliver the improvements needed. Changes to how individuals implement new processes through their attitudes and behaviour are equally important. Key features of the new way of working include:

  • Delivering quality outcomes
  • Proportionate contributions
  • Clearly defined responsibilities
  • Positive 'can do' mind set
  • Co-operative joint working

These features have led to a programme of work by the Scottish Government on changing the culture of work practices for planning stakeholders - under the banner of Delivering Planning Reform.
