Delivering Planning Reform Workshops

Delivering Planning Reform (DPR), published in October 2008, aimed to significantly increase co-operation and speed up the pace of planning reform. Agreed by a wide range of stakeholders involved in planning, it acknowledged that legislation alone could not deliver the improvements needed and that a change in culture (behaviour and attitude) was also required.

DPR set out a series of commitments that aimed to address these issues. Many centred around building better relationships and understanding between the public and private sector. Since 2008, good progress has been made by all parties in implementing the commitments. But it is now time to take stock of our achievements and identify where additional joint working is required to resolve issues and maintain momentum in delivering the modernised planning system.

We would like to invite stakeholders to attend one of 4 workshops to help us identify new commitments and actions:

March 24, 2010 - Inverness (Ramada Inverness, Church Street)

March 25, 2010 - Dundee (Hilton Dundee, Earl Grey Place)

10.00 Introduction and purpose of the day. Update on reform.

10.30 Workshop session
During the workshop session, participants will be split into 4 groups and will discuss either development planning, development management, customer service or skills. Each group will identify potential new commitments and actions for the Scottish Government, agencies, local authorities and the private sector to implement.

Following all four seminars the outputs will be presented to the signatories of Delivering Planning Reform including COSLA, Heads of Planning Scotland, the High Level Joint Agency Working Group and the Private Sector Liaison Group, for consideration and delivery.

The workshops provide opportunities to discuss how we can work better together. It is not about detailed procedural elements of the new system. Please note that this is a workshop rather than a seminar and attendees will be expected to actively participate. Individuals will not be there to represent the organisation by which they are employed. They will be there as professionals bringing their knowledge and experience of working in the planning service. Please also note these events are aimed at front line staff rather than management.
